In the matter of a Complaint against Paul Briffett, Registrant #16840, related to allegations filed by the employer, NL Health Services, Western Zone, dated December 20, 2023, alleged concerns with the Respondent’s conduct in the period of January through July 2023. Specifically, concerns related to the Respondent’s failure to be transparent and having provided false information during a workplace investigation; having interfered with a witness during a workplace investigation; and having engaged in inappropriate conduct in the workplace with a subordinate were articulated. The conduct occurred while the Respondent practiced as a Director in Western Zone in the LongTerm Care department, in the province of Newfoundland and Labrador.

The Adjudication Tribunal accepted an Agreed Statement of Facts, Admission and Joint Submission on Penalty presented by Counsel for the College and the Counsel for the Respondent.

At the Adjudication Tribunal Hearing on April 2, 2026, the Adjudication Tribunal determined the Respondent was guilty of conduct deserving of sanction. The Adjudication Tribunal ordered the Respondent voluntarily surrender their license to practice nursing. The Respondent’s license to practice nursing shall not be reinstated until such time as the Respondent provides the Director of Professional Conduct Review (the Director) with a letter confirming fitness to practice. The Respondent is to attend counselling as recommended by the Mental Health Practitioner; provide quarterly monitoring reports from the Mental Health Practitioner to the Director; complete specified education and have their practice monitored for a specified period of time with quarterly practice monitoring reports to be provided to the College. The Respondent was also ordered to pay partial costs.
