Complaints and Conduct
Learn how the College protects Newfoundlanders and Labradorians through complaints, investigations, disciplinary decisions, quality assurance, and mandatory reporting. It helps you understand how concerns about nursing care are addressed and how professional standards are upheld across the province.

Submitting a Complaint
If you’re worried about a nurse’s care or behaviour, you can submit a complaint to the College. The form asks for details about the incident, the nurse involved, your contact information, and any supporting documents.
How Complaints are Investigated
The College reviews each complaint to confirm its authority, gather information, and investigate fairly. Findings help determine whether conduct or competence concerns exist. We always prioritize public protection, accountability, and a fair process for everyone involved.
Discipline Hearings
The Complaints Authorization Committee investigates complaints that have been made against nurses. If they find there are valid reasons to believe a nurse may have acted improperly, they can refer the complaint to a hearing
Discipline Decisions
Disciplinary decisions are the final outcomes of a review process. For transparency and accountability, the College publishes all disciplinary findings decisions.
Quality Assurance
Quality Assurance helps nurses meet care standards. It also helps ensure the public receives safe, competent, and ethical nursing care. Our quality assurance framework is key to effective regulation.
Duty to Report
It’s the duty of all nurses, both ethically and legally, to report unsafe or unethical situations. This helps protect the public and keeps the nursing profession’s integrity intact.
