New Graduate or Canadian NP
This section is for you if:
- You are a Nurse Practitioner (NP) with a current licence to practice in another Canadian province or territory.
Or
- You are a recent graduate of an approved NL or other Canadian nurse practitioner education program.
Categories of NP Practice
In Newfoundland and Labrador, nurse practitioners (NPs) are licensed in one of three categories of practice:
- Family/All-Ages
- Adult
- Pediatric (includes Neonatal)
Application Process – Canadian Licensed NP
Note: you must apply as a Registered Nurse before you can be assessed and approved for an NP licence. See Canadian RN Applicant page for requirements related to identification documents, Criminal record check, and English language proficiency.
- Sign up for an account in the College Nurse Portal and ensure you choose RN.
- After creating your account, select Practicing licence option.
- Ensure you include your RN education and NP education, RN and NP licensure status in another province/territory, RN and NP exam information, and specify RN or NP practice hours, in the corresponding sections of the application.
- Purchase the appropriate professional liability protection (PLP) coverage for Newfoundland & Labrador through the Canadian Nurses Protective Society (CNPS). RN PLP Fee ($78.20 includes HST), NP PLP fee ($183.43 includes HST). You must enter your College # when purchasing CNPS. This number can be found in the CNPS-PLP section of the application. Note: CNPS coverage for another province/territory is not accepted. Coverage must be for NL.
- You will be required to declare that you have reviewed the Government of Newfoundland and Labrador Tamper Resistant Prescription Pad Program (TRPPP) information posted on the Department of Health and Community Services website.
- Submit the application and pay the processing fee ($172.50 CAD includes HST). Your application won’t be processed until the fee is paid.
- Complete the initial NP licensure form and submit to the College. Please email us at registration@nlcn.ca to request a copy of the form.
Once the College receives all required information you will be provided with a decision within three (3) business days.
If you are eligible for licensure the College will direct you to the next steps to be granted a practicing NP licence. The annual licensure fee is $412.47, plus Professional Liability Protection fee ($183.43) paid directly to the Canadian Nurses Protective Society (CNPS).
You must confirm licensure status though the College’s Public Directory. It is your responsibility to ensure they are licensed prior to commencing nursing practice.
Unauthorized Practice: Practicing without a valid practicing licence will result in an Unauthorized Practice Fee of $100 per day worked up to a maximum of $1000 and you will have a referral to the College’s Quality Assurance program where the period of unauthorized practice exceeds seven (7) days from and including the first day of practice. This applies to nursing practice in all domains (clinical, administration, education, and policy/research).
Application Process – New NP Graduate
Note: you must hold a current practice RN licence with the College to apply for NP licensure.
- Complete the initial NP licensure form and submit to the College. Please email us at registration@nlcn.ca to request a copy of the form.
- Submit Declaration Form: Confirm that you have reviewed the Tamper Resistant Prescription Pad Program (TRPPP) information posted on the Department of Health and Community Services, Government of NL website. You must send the declaration form to registration@nlcn.ca.
- Confirmation of Program Completion
- Graduates of an NP education program within Newfoundland and Labrador, the College will receive confirmation of successful program completion directly from the Office of the Registrar at Memorial University of Newfoundland.
- Graduates of an NP education program outside of Newfoundland and Labrador must submit an official transcript from the university where you completed your nursing education. This must be sent directly to the College from the university.
- Submit CNPE:F/AA licensure exam eligibility application and pay the processing fee ($86.25 includes HST). Please refer to Nurse Practitioner Examinations page for more information on the exam application process.
- Exam coordination: The College will submit your name and contact information to the NP licensure exam vendor. The vendor will contact you by email, prior to the exam, and you will be required to complete the vendor exam application process and pay the exam fee directly to the vendor.
Temporary NP Licence
This information is for NP exam candidates who want a temporary NP licence to practice while waiting to take the NP licensure exam.
A temporary NP licence may be issued for 4 months or 6 months while you prepare for the NP licence exam.
Application process for Temporary NP Licence:
A temporary NP licence is required to start work, including orientation events and activities.
• Apply through the Nurse Portal. There is no College fee for the temporary NP licence, however, you must purchase NP Professional Liability Protection ($183.43) directly from the Canadian Nurses Protective Society (CNPS).
• Detailed information on the temporary application process is provided in an email from the College confirming your exam candidate application has been approved.
- Collaborative Arrangement
Prior to issuing a temporary NP licence the College must confirm that:- you have a collaborative arrangement with a licensed NP or physician who is also employed by or has privileges within the provincial health authority (NLHS) or another agency where you will be employed; and
- the licensed NP or physician is available to provide an accessible resource (i.e., in person, by phone, or other telecommunication method (i.e., telehealth video connection)) where you identify a client’s care is outside your competence; and
- the employer confirms understanding of the NP collaborative arrangement.
The above information must be provided using the Temporary NP licensure declaration form (PDF).
- Once the temporary NP licence has been issued, you will receive an email from the College that your registration change has been approved, and your name will display on the College’s public directory. Ensure that you check your licensure status via the public directory to confirm your licence has been issued.
- If you are unsuccessful on your first exam attempt your temporary licence will be revoked and you are not eligible for a further temporary NP licence. You will retain your RN practicing licence and may practice in an RN role while waiting to attempt the exam a second time.
