On February 15, 2024, the Adjudication Tribunal found Holley Lynn Skinner, Registration No. 22555 (the Respondent), guilty of conduct deserving of sanction under the Registered Nurses Act, 2008, subsection 18(c)(i) professional misconduct.

Decision Summary

The Allegations alleged that the Respondent failed to meet the expected standards of practice of a registered nurse in that the Respondent repeatedly demonstrated a lack of knowledge and understanding for the required standards of practice for a Registered Nurse while working at the Notre Dame Bay Memorial Health Centre, Twillingate, NL and the Central Newfoundland Regional Health Centre, Grand-Falls-Windsor, NL.

In a decision dated February 15, 2024, the Adjudication Tribunal accepted an Agreed Statement of Facts and accepted the Respondent’s admission of having engaged in conduct deserving of sanction. The Adjudication Tribunal ordered that the Respondent’s license to practice nursing shall be restricted such that the Respondent only practice on one patient care unit; shall not be floated; shall be co-signed with another RN on each shift she works; shall not be assigned as charge nurse; shall not be the sole RN on a unit; and shall not be assigned sole responsibility for a patient or patients care.

These restrictions will be lifted pending the successful completion of remedial education including course work including a clinical practicum with the Centre of Nursing Studies; completion of a self-reflective paper and consultation with the College’s Nursing Consultant Policy and Practice.

Subsequent to the restrictions being lifted the Respondent must submit a performance review as prepared by her employer after a 3-month period of continuous nursing practice.

The Registrant shall bear all costs associated with the requirements of the Adjudication Tribunal’s Order and shall be responsible to partially pay the College’s costs of the hearing in the amount of $1,250.00.
