In the matter of a Complaint against Flora Colbert, Registrant #17673, related to allegations filed by the employer Newfoundland and Labrador Health Services (NLHS) Eastern Urban Zone, alleged concerns with the Respondent’s conduct in the period of October 1, 2023, and April 12, 2024.
Specifically, concerns related to the Respondent’s medication administration practices including diversion of narcotics were articulated. The conduct occurred while the Respondent practiced on Unit 4NA of the Health Sciences Centre, St. John’s, NL.
The Adjudication Tribunal accepted an Agreed Statement of Facts, Admission and Joint Submission on Penalty presented by Counsel for the College and the Respondent. The Respondent was in attendance.
In a Decision dated January 30, 2026, the Adjudication Tribunal determined the Respondent was guilty of conduct deserving of sanction. The Adjudication Tribunal ordered the Respondent’s license remain suspended pending the completion of the provision of three (3) random drug and alcohol screens not less than 30 days apart and a letter confirming fitness and capacity to return to practice from their treating physician. Upon return to nursing practice the Respondent’s practice with respect to narcotic administration will be restricted for a specified period of time and they will be subject to medication access audits. In addition, the Respondent must complete specified education; attend continued counseling with quarterly progress reporting to the College; complete random drug and alcohol screening for a specified period of time; and have their practice monitored for a specified period of time with quarterly practice monitoring reports to be provided to the College. The Respondent was also ordered to pay partial costs.
On September 18, 2025, the practicing license of Flora Colbert, Registration #17673, was suspended by CRNNL Council pending a hearing of the Adjudication Tribunal of the Disciplinary Panel in accordance with section 23(30)(c) of the Registered Nurses Act, 2008.
