Decision Summary
In the matter of a Complaint against Amanda Barnett, Registrant #19542, an allegation filed by the employer, Central Regional Health Authority, alleged concerns with the Registrant’s conduct in the period of September through December of 2017. Specifically, concerns related to the Registrant’s attendance; engagement; emotional state and medication management practice were articulated. The conduct occurred while the registrant practiced in the Intensive Care Unit at the Central Newfoundland Regional Health Center Grand Falls – Windsor, NL.
The Adjudication Tribunal heard evidence presented by Counsel for the College, the Registrant was not in attendance. In a Decision dated September 29, 2022, the Adjudication Tribunal determined the Registrant was guilty of conduct deserving of sanction. The Adjudication Tribunal ordered the Registrant’s license remain suspended pending the completion of specified education; the provision of a letter confirming fitness and capacity to return to practice; continued counseling with quarterly progress reporting; and the ongoing completion of random drug and alcohol screening. The Tribunal further ordered that, should the Registrant return to practice her license will be subject to a restriction from managing or having access to any narcotic medications for a period of one year after returning to practice. The Registrant was also ordered to pay costs.
