In a written decision dated November 25, 2025, the Adjudication Tribunal accepted a guilty plea and found Christa Carey, Registration No. 22887 (the “Respondent”), guilty of conduct deserving of sanction under the Registered Nurses Act, 2008, subsection 18(c)(i) professional misconduct, 18(c)(ii) professional incompetence; 18(c)(iii) conduct unbecoming a registered nurse; 18(c)(iv) incapacity or unfitness to engage in the practice of nursing; and 18(c)(v) breach of the Code of Ethics for Registered Nurses in relation to several allegations filed by Labrador Grenfell Health Authority.

Decision Summary

The Allegation alleged that in December of 2019 the Respondent was convicted of a criminal offence and between fall of 2020 and spring of 2022, the Registrant failed to meet the expected standards of practice of a registered nurse related to her medication administration practices and documentation and was not fit to practice nursing while working at the Labrador Grenfell Health Authority.

The Adjudication Tribunal accepted an Agreed Statement of Facts and determined that the Respondent engaged in conduct deserving of sanction, which conduct included professional misconduct in that the Respondent failed to comply with terms of an Alternative Dispute Resolution Agreement and lacked transparency in the investigation of matters. The Adjudication Tribunal determined that the Respondent engaged in conduct deserving of sanction, which conduct included professional incompetence in that the Respondent failed to demonstrate competency at a level expected of a registered nurse with respect to medication administration; documentation; clinical assessment; and providing basic nursing care. The Adjudication Tribunal determined that the Respondent engaged in conduct deserving of sanction, which conduct included conduct unbecoming a registered nurse in that the Respondent was convicted of a criminal offence; and was in possession of a large quantity of medication inappropriately obtained. The Adjudication Tribunal determined that the Respondent engaged in conduct deserving of sanction which conduct included being unfit to practice nursing in that the Respondent admitted to a substance use disorder.

The Adjudication Tribunal order that the Respondent’s license to practice nursing shall continue to be suspended pending completion of a competency assessment and any recommended remedial education; the provision of three negative random toxicology screens over a 90-day period; a medical report from her treating physician confirming her fitness to return to nursing practice and the ability to meet all other registration requirements.

Upon return to practice the Respondent will be restricted from administering, cosigning, or counting narcotics for a specified time; required to provide random toxicology screens for a specified period; attend counselling; and her practice will be monitored for a specified time. The Respondent will also be required to successfully complete specified coursework.

The Adjudication Tribunal ordered that the Respondent pay a portion of the costs incurred by the College in the investigation and hearing of the complaints.

On February 20, 2023, the practicing license of Christa Carey, Registration #22887, was suspended by CRNNL Council pending a hearing of the Adjudication Tribunal of the Disciplinary Panel in accordance with section 23(7) of the Registered Nurses Act, 2008.

On March 16, 2022, the practicing license of Christa Carey Registrant No. 22887, was suspended by CRNNL Council pending a hearing of the Adjudication Tribunal of the Disciplinary Panel.
