On September 23, 2011, Colleen Petten, Registration No. 17042 (the “Respondent”) was found guilty of conduct deserving of sanction pursuant to the Registered Nurses Act, in particular Section 18 (c)(ii).
The Adjudication Tribunal ordered that the Respondent complete education, provide ARNNL with reports from her supervisor regarding adherence to policies/practices for a period of one year and work the number of shifts required by her employer to ensure competency. In the event that the Respondent fails to comply with any of the conditions of the Order, the Respondent’s license to practice nursing shall be suspended pending a hearing of the matter.
Decision Summary
In the matter of a Complaint against Colleen Petten (the “Respondent”), ARNNL # 17402, and a hearing of the Complaint pursuant to Section 25 of the Registered Nurses Act, 2008 (the “Act”); an Adjudication Tribunal of the Association of Registered Nurses of Newfoundland and Labrador (ARNNL) in a Decision dated September 23, 2011 found the Respondent guilty of conduct deserving of sanction pursuant to the Act, in particular, the following section:
- 18 (c )(ii) Professional incompetence, in that the Respondent, failed to accurately assess a patient, consult a physician and discontinue administration of a medication.
The conduct deserving of sanction occurred during the period of September 13 to September 14, 2009 while the Respondent practiced in St. John’s, Newfoundland and Labrador. The Complainant was Eastern Health.
Pursuant to section 28(3) of the Act, the Adjudication Tribunal ordered that the Respondent:
- Attend all in-service education sessions regarding fetal surveillance monitoring offered by her employer for a period of one year;
- Participate in an individual education session dealing with fetal surveillance monitoring within four months;
- Complete the Obstetrics and Documentation Modules at the Centre for Nursing Studies within four months;
- Provide ARNNL reports from her supervisor regarding her adherence to policies/practice in relation to fetal surveillance monitoring for a period of one year;
- Work the number of shifts required by her employer to ensure nursing competency.
In the event the Respondent fails to comply with any of the conditions of the Order of the Adjudication Tribunal, the Respondent’s license to practice nursing shall be suspended pending a hearing of the matter.
The Adjudication Tribunal ordered that the Respondent pay a contribution towards the costs of the tribunal hearings in the amount of $2,000.
