Decision Summary

In the matter of a Complaint against Trina Noble, Registrant #5355 (the Respondent), related to an allegation filed with the College of Licensed Practice Nurses of Newfoundland and Labrador (CLPNNL) by Central Health (as it then was) with respect to the Respondent’s alleged conduct on or about October 16, 2021. The allegation was filed with the College on September 16, 2022.

Specifically, the allegation was that the Respondent had taken a photo of a resident of Baie Verte Peninsula Health Care Center, in the Province of Newfoundland and Labrador, in a vulnerable state, and forwarded it to a colleague together with inappropriate text messages. The conduct occurred while the Respondent was employed by Central Health at the Baie Verte Peninsula Health Care Center. The Respondent has not been employed as a licensed practical nurse since September 15, 2022.

The Adjudication Tribunal accepted an Agreed Statement of Facts and Joint Submission on Penalty presented by legal counsel for the College and the representative of the Respondent. The Respondent was present for the presentation of the Agreed Statement of Facts and Joint Submission on Penalty to the Adjudication Tribunal.

By its decision dated June 10, 2026, the Adjudication Tribunal determined that the Respondent was guilty of professional misconduct and conduct deserving of sanction.

By its decision dated June 10, 2026, the Adjudication Tribunal made the following orders:

  1. that the Respondent’s licence to practice as a licensed practical nurse be suspended for a fixed period of six (6) months, the suspension period commencing retroactively from the date of the Agreed Statement of Facts and Joint Submission on Penalty;
  2. that the Respondent pay part of the costs incurred by the College in the investigation of the Complaint, the amount to be so paid to be fixed at Four Thousand Dollars ($4,000);
  3. that the Respondent is required, prior to any re-entry into practice as a licensed practical nurse, to complete the following education with the CLPNNL Practice Consultant:
    • CLPNNL Standards of Practice & Code of Ethics Presentation and Discussion;
    • Accountability Document;
    • Therapeutic Nurse-Client Relationship;
    • Position Statement: Social media and networking platforms
    • Practice Guideline: My Commitment to Professionalism

      The above documents to reviewed by the Respondent before meeting with the Practice Consultant.
  4. that the Respondent is required, prior to any re-entry into practice as a licensed practical nurse, to complete the following education: CLPNNL Code of Ethics for LPNs 2023 Video and Learning Module;
  5. that the Respondent is to be monitored by the Quality Performance section of the College for a period of 6 months following any return to practice, by periodic inquiries of the Respondent and, as deemed necessary by the College, of the Respondent’s employer, to confirm there are no concerns with respect to repetition of the conduct such as the impugned conduct in this Complaint.
